The F7 error code on GE ovens indicates either the control has detected one of the key pads on the interface/control is stuck or the clock ( ERC ) itself is faulty.

The first step in determining if it's simply a stuck key pad is to push the cancel/off key ( If you haven't already ). If that fails to clear the error try to shut off the 40amp breaker to the range at the service panel, leave it off for several minutes and upon resetting it the error will either return or the issue was a stuck key pad and you're good to go.

If the error does return after turning the power back on, you'll likely require a new ERC ( clock/timer ) unfortunately.

First thing that comes to mind is to make sure you are getting the correct voltage to the oven, you need 220 / 240 volts, check your breakers, fuses ,etc.
It is possable for the microwave oven to operate even if the power supplied to the oven is only 110 volts, but that low of voltage is not enough to power up the ovens heating elements.
If all seems well there, then maybe the oven element has failed / shorted ?

I SUSPECT YOU HAVE A SAFETY SHUT OFF ON THE OVEN TRY CHECKING THE DOOR SWITCH BECAUSE IF THE DOOR SWITCH ISN'T MADE THE OVEN WON'T WORK.

There is a thermal fuse which is blown for sure. Please replace it and the oven would start working fine.

Replace the temperature sensor. It is usually located in the upper left corner of the oven (inside). Two screws hold it in place and, if you're lucky, you can pull out the junction to disconnect the old and connect the new one. Do this with the power off, Please!

Since both the broil and bake elements now fail to heat, the problem is probably upstream of the elements themselves. The short almost certainly damaged either the high?limit fuse or the ERC board. Testing continuity and voltage will tell you which. If the fuse is open, replace it. If the fuse is fine but no voltage reaches the elements, the ERC board needs replacement.
