I wrote to Sunbeam customer service and received this response:
"Breadmaker
model 5890 has a 30-minute delay cycle on the Wheat setting. This
allows for a period at the beginning of the cycle to “soften” the
ingredients for better results. During the first 30 minutes, the
machine does not do anything."
Apparently, this is by design.

I've noticed this problem in the past and am not sure why there is a delay at the beginning of the whole wheat cycle.
