Without knowing what type computer you are using or what OS it's difficult to give a informed solution. But , Open Control Panel, Device Manager, Imaging Device, Is your webcam listed? Is it internal or external? I have no idea what software you are trying to use with the webcam.
uninstall ...reconnect in a different usb location ..and try to let the pc find it...if not , find it via add new hardware from control panel ...and just click auto install
