The PIN code is the SIM security ... remove the SIM card the phone will start normally ... for the PIN code reset try to enter the code for 3 times then it will ask you for the PUK code it's 8 digits by the defualt it's 00000000 if this doesn't work call your service provider (the GSM provider) and ask him to give you your PUK code then you will be able to reset the PIN code and use the SIM card with your i-mate
