Now when I turn on the camera, you can hear the motor(possibly lense) working, then a blue screen appears with two error codes: D: 1E13 1E1B Can anybody please offer any solution.

OK! if it is doing that you need to have it worked on!!!
DO NOT try to do it yourself! Mine did that and I called and found out that I had some warranty left.

Usually answered in minutes!
I get the same error when my old battery was exhausted while the lense fully extended out. After replacing to the new fully charged battery, The camera can turn on but the lense cannot move back and get the blue screen with those error code.
