Have you tried contacting TomTom Support (online via email or by phone) to get some help ? They will likely require you to verify your purchase (of the map) and/or your registered GPS device (model, etc.)

Do they not have internet cafe's where you are? if so you could download tomtom 2 from there to update your device, just a thought.
