it is like my function key is always on. i cannot use delete instead the scroll lock is being activated

Deactivate the scroll lock key by pressing it one more time.  The Scroll lock (Pause) key is a remnant of the old text-based displays. It works in DOS mode.  Also unlock CAPS key. The Fn key is a control key for the Function keys (F1-F12) and sometimes the ESC key also.
