Dial *228 and press send. Listen for the prompt and press 1 to program
your phone. Remain on the call while your phone is programmed (could
take up to 2 minutes). Do not hang up until you hear, 'Your phone has
been programmed successfully."

Can you go into phone settings and turn it to nam1 it may be on 2 which you will get that message.
I have a samsung delvemodel SCH-R800. I was messing with the settings and i switch the NAM1 to NAM2. My phone instantly restarted, when it turned on it was locked and it said that it needed "initial programming needed". What can i do please help me....
