The file you downloaded should have provided instructions for its use wither in a redme file or on the page it was downloaded from. There are several different ways for flashing the BIOS. Many still require booting from a DOS disk and using a DOS-based flash utility to perform the update. Others are Windows executable files that can flash the BIOS directly without having to start a reduced-functionality environment, but they require Administrative access to the computer to perform the update.
If what you downloaded was a Zip file, there should be instructions included with it.
You also want to make sure that it the the correct BIOS you are flashing. If it is not the correct version, you risk permanent damage to your computer.
