If you're not signed into FaceTime with your Apple ID, tap Use your Apple ID for FaceTime, then tap Sign In, or tap Use Other Apple ID and enter the credentials that you want to use.
Tap on the checkmark to the left of the email address(es) that you want to de-register with FaceTime.
Conversely, tap the email address(es) that you do want to register with FaceTime so that a checkmark appears.

a good way to check if you have facetime is to go to the settiings app and go to facetime panel there.
see if you are signed in and see how you can be reached (i have set up my mobile number and 2 mails where i can be reached by facetime)
in order for facetime to work the other person you are trying to contact must have facetime enabled (i.e. have iphone 4 or higher, have an icloud account ) a good way to test is to see if the person can be contacted through imessage
and make sure the person's phone number is listed as iphone in your contacts app
