How do I replace the throttle potentiometer and what s the approximate cost?

You would need to remove both covers top and bottom of the console holding the throttle pot. Typically, there are 4 or six screws holding the covers. The throttle pot is attached with 2 screws and has 1 electrical plug. The throttle lever on the end of the throttle pot shaft usually is held on with 2 Allen wrench set screws.
Before replacing the part it can be tested using a digital voltmeter.(procedure is described elsewhere).
Obtain the correct replacement part by searching by Model and serial number and part description. The manufacturer website is a good starting point for parts

Scooter, when key is turned on the scotter jumps forward, the thottle is not in use, and the scooter is NOT IN GEAR, scarry

Your scooter may have lost its inhibit resistor 10k resistor that some scooters had on the center post of the throttle pot to stop this from happening. but the throttle has to be out of neutral position in order for it to move on startup. The throttle pots are normally 5k ohm pot, about 2.5k from the center to either outside posts. It would be wise to replace the speed control and the throttle together. Basically the controller thinks it is being told to go right at start up, that comes from the throttle.

I replaced the speed pot and throttle pot now my rascal 235 drives but only about half speed

Sounds like one of them has incorrect values. You need to check the resistance marked on the original speed and throttle pots, with the new ones. Generally a throttle pot is 5Kohms and 20 or 200 ohms for the speed pot.

Rascal scooter

Could be the Throttle Pot or Speed Pot. The levers will change the resistance of the throttle pot. The speed pot feeds the throttle pot.
Move the speed pot while pushing the lever forward. If it works could be the speed pot has a dead spot on it. Also check wires loose and a mechanical issue with the throttle pot and the springs.
