If your wanting to use game controller. Most games need to support it. i recommend a controller with most wide support from games, for example i use Logitech gamepads like the F710 or F310 depending if you want wireless or not. This controller also has 2 modes to support diffrent games, as well as software that lets you program the buttons on control to simulate keyboard controls making it work for almost all games.
if your asking if you can use joysticks or direction pads to control your mouse outside of games, you probably would need a 3rd party progrtam of sorts to do that, i have never tried myself as i find mouse is far superior for PC mouse controls.
