I dont have that watch but on mine the knob usually used to wind the watch(my watch doesnt wind) pulls out one step to adjust the time, and then pulls out one more click to adjust the date. maybe try that.

Adjusting the mode hand of Citizen EcoDrive

This sounds like it has been serviced and the hand was not installed in the correct position. It's an easy mistake to make.

You would need to have the hand removed and reset.

I can't figure out how to adjust the offset chronograph

This is to adjust the seconds hand or minutes hand for the chronograph. Pull the crown out either one click or two ... depending on the models. Squeeze and hold the top and bottom buttons at the same time (timer stop and reset buttons). Hold down together for 2+ seconds. The chronograph hands should reset by spinning around and stopping at 0. If the don't stop right at zero, you can now adjust where they stop. Leave the crown where it is in that same position out. Press the top chronograph button and hold it down for fast movement or short presses for fine movement to adjust til it stops at the top. This will adjust where the seconds hand stops. Then click the bottom chrono button once. Repeat what you did with the top chrono button and it should allow you to fine tune the position for the next dial, and so on. When you are done, press the crown back in all the way to the normal position.

I need to reset the hands

Assuming you want to reset the zero posistion of the chronometer (stop watch) hands...

On my watch I can adjust it by doing the following...

To reset the microseconds hand / top right
1) Pull the center knob full out (2 clicks)
2) Press the bottom push button to adjust the hand

To reset the seconds hand / middle
1) Pull the center knob a full out (2 clicks)
2) Press the top push button to adjust the hand

To reset the minutes hand / top left
1) Pull the center knob out half way (1 click)
2) Next press the bottom push button to adjust the hand.

Once all hands are reset, push the center knob back in fully...done

Festina Dashboard watch - Adjusting the hand of the stopwatch

Your watch has quartz movement and stopwatch adjustment by one step (one full second) only. That means you will not be able to adjust stopwatch hand by using pushers on your watch as each push of the pusher will advance stopwatch hand for the full second, not the fifth or the tenth of the second, and the hand will stay slightly off anyway.
This happenened because the IC (integrated circuit) in your watch miscalculated the teeth count on chronograph wheel and stopped one or two teeth past or under the zero point. It doesn't happen very often, but in your case it did and the only solution is to find your nearest watch repair shop and ask for resetting stopwatch hand to zero.
This procedure needs partial disassembling of the watch and quite a great skill as the stopwatch hand must be removed and then refitted with great accuracy. All this needs to be done by very specialized tools as well.
I think this is the only solution of your problem unless you can live with that and just leave it as it is.

Casio watch

Press MODE until you reach H-S (e.g. A 11:00 with seconds on top)

Press and hold ADJUST for 3 seconds until H-S blinks

Press and hold SEARCH for every movement; you may wanna press LIGHT so the hands will move freely. Press ADJUST again to when desired time was reached

Reset Stopwatch Hands on CL1111 ?

Try setting the crown to position 2 - i.e. the position normally used to adjust the date.  Then use the top and bottom stopwatch buttons to adjust the minute hand and 1/10th hand respectively.
