You need the installer code.

SOURCE: Simon3 entry & exit delay wont work.

It sounds like the door you are working with is progammed as a type 13 (perimeter) rather than a type 10 (entry exit)

The alarm panel will only transmit data over a phone line. It is intended to call a central station. You could put your phone number in the panel, but all you would hear when you answered would be sounds similar to a fax machine. There are external voice dialers available that you could trigger from your panel that would call you with a recording.

The panelguides.com link below has many installation manuals for different DSC panels including programming information for your entry/exit delays. The link will take you to the DSC page. You'll need to look for the model of your panel, not the PK5501 keypad.
