What I am going to say pertains to Windows XP (I cannot vouch it will work for Vista, because I do not have Vista).
Boot
from the installation CD, Choose Repair installation. You will have
access to the recovery console. Log in the Windows installation that is
detected. You will be asked for the adminstrator password. Once logged
in Type Help. In the list of commands available there is one called
FIXBOOT. Check its syntax by typing Help fixmbr, or even fixmbr ?
Type the correct command at the prompt and hit enter/return. It should fix it. After that Press CTRL ALT DEL to reboot.
If that does fix the issue use another computer and query the microsoft knowledge base for Recovery Console (or the equivalent for Vista) and follow the instructions.
