Just solved this problem for a friend who said he hasn't had access to his contacts ever since Yahoo required him to change his password several months back.
It turns out that something didn't quite complete in that password change process and the account status was returning an error code stating that the account was locked in some sort of migration status.
His contacts became accessible again when I went into his Yahoo Account Information, and changed his password under Settings and Security. Once I successfully saved his new password, the contacts were back. I was then able to go back in and changed his password back to what it had been and his contacts were still good.
Hopefully this helps others who are experiencing this problem. I didn't see any instances where Yahoo Support was able to help anyone... at least none that was posted.
All I can inform you to do is to contact tech support with yahoo and inform them of the issue so that they can fix it through their end. Thank you for using Fixya.
