As long as the bottom portion of your phone still powers on, your contacts are still there. If you go into your local cellular store, most have a machine called a cellbrite that can transfer a phonebook from one phone to another. Some smaller stores, or third parties may not have this machine, because they can cost thousands of dollars. If your store does not have a cellebrite, try stopping by a corporate owned Verizon store. You can find a listing on www.verizonwireless.com. I would call to make sure they have a technical department They may charge you a small fee of $10 for the transfer.
The company I worked for was CDMA network, so our phones did not have sim cards, but we could still transfer the numbers from both the sim AND the phone itself.
If it is broken in half, and the cable is broken, it will be cheaper to just get a new phone. If you aren't eligible to upgrade your phone as of yet, you can normally find a decent priced phone on ebay. Just use their cell phone finder and search for phones compatible with your carrier!
