It sounds like it's probably a problem with the cable or connection. Usually this happens when the connector isn't seated properly. The first step would be to re-seat the VGA connector by taking it off and putting it back on.
If that doesn't work try wiggling the connector where it attaches to the monitor and see if the red goes away. If there's no change on the monitor side, try the video card side.
If wiggling one of the connectors causes it to work intermittently then it's a problem with the connector. I'd suggest replacing the cable next (unless it's permanently attached to the monitor).
If replacing the cable doesn't do the trick then the problem is either with your monitor itself or your video card/onboard video. If you can, try connecting the monitor to another computer. If the problem doesn't go away then the problem is with your monitor. If the problem does go away then the problem is with your computer.
If the problem is the monitor I would suggest replacing it. Repairing a monitor is difficult and can be dangerous. Having it repaired by a professional is probably going to be more expensive than getting a used CRT on Craig's list or something.
If the problem is with your computer and it's a desktop I'd recommend having a new video card installed. If it's a laptop then you should probably send it back to the manufacturer for repairs.
