I was receiving a code 39 error on my pc. I accessed the REGEDIT and deleted upperfilter and lowerfilter files. This solved the problem however I still cannot access or write on cd's or dvd's.

Try uninstalling and reinstalling the drivers for the CD/DVD drive:

  1. Click Start and then click Control Panel.
  2. Click System and Maintenance, click System, and then click Device Manager.
  3. In Device Manager, expand DVD/CD-ROM drives, right-click the CD and DVD devices, and then click Uninstall.
  4. When you are prompted to confirm that you want to remove the device, click OK.
  5. Restart the computer.
