If lights are blinking with Intermatic EJ500 or ST01C, then you have the red and blue wires reversed. The red wire should be capped off. The blue wire goes to Load wire.

I have done testing on the blinking-light problem with 3 timers. Intermatic ST01C and EJ500 will cause lights to blink if red wire is connected where blue wire should be connected. Utilitec 0192773 timer: I cannot get this timer to cause blinking lights. I have set up the wiring in all possible combinations. If your lights blink with the Utilitec, I believe the timer is bad, or possibly there is a short somewhere in the circuit. I will test the GE in-wall timer next few days and post the results here.

The ST01C and EJ500 will cause lights to blink if timer-red wire is connected where timer-blue wire should be connected. So reverse timer-red and timer-blue wires. With all other in-wall timers, I have confirmed that the lights will blink when your red wire and white wire are both connected to wire going to Load. Solution. Leave red wire connected where it is. Move white wire. White wire must connect to other white wires that are twisted together and covered with a wire nut. If your box does not have these other white wires, then connect timer-white wire to bare ground wire. So let's re-confirm our wiring: Timer-black goes to Hot from breaker box. Timer-red goes to Load (fan, lights, motor). Timer-white goes to other white neutral wires -or- timer-white connects to bare ground. Timer-green connects to bare ground.

If you are using a low Watt led bulb (1W to 60W) the bulb will blink. To solve the problem use a higher Watt bulb such a 100W.
