Can i use the command line xcopy in windows 7 to copy the contents of one external drive to another external drive? i.e. if i have drive I and drive J, can I put in xcopy i: j: /s/e at the command prompt and copy all files from drive i to drive j?

You should be able to do so, but Windows 7 requires you run the Command Line as Admin. Go to Start Menu>Accressories>System Tools and scroll to the Command Line Icon. Right click on it and select "Run as Administrator"

You should be successful after that.
