1) I am going to guess you have the Utilitec 0192773 in-wall timer that replaces a switch
I say this because you are controlling outdoor lights -and- because you have the dusk-to-dawn feature.

2) Short answer: I think you have selected your days incorrectly when programming timer
To review your programs:
Press PROG button once and program1 ON displays
Press PROG again and program1 OFF displays
Press PROG third time, program2 ON displays >> a fourth time progrom2 OFF displays
And so on..

3) I suggest you write out a schedule of your times
Press PROG button and then press TIME button to see your programming: Review the days carefully, review if you have sunrise-sunset selected for each program. You can change the setting while going by using the +- button.

4) As a general rule, programmable timers do not 'operate as expected' if there is a conflicting program. For example program1 says on at 7 and off at 8, and program2 says the opposite.
Suggested solution is make a chart of your settings before programming.

5) Long answer: write out the manual instructions that seem unclear to you

6) To reset everything and start over, push & hold reset button with a paperclip.

Here I am testing the Utilitec timers for wiring and programming difficulties
