The F1 fault code on this washer indicates that the water level pressure transducer signal is out of range. The pressure transducer air hose tubing being pinched or crimped can cause this. A failed pressure transducer on the machine control board can also cause it.

I recommend checking this air hose for pinches, twists or crimps.

If you find no problems with the pressure transducer tube, then the machine control board will need to be replaced. The procedure for accessing and replacing the machine control board is shown in the second image below. The part number for the machine control board is W10189966.

The HE3 washers with a water heater will display the F3 code when the heating element is shorted to ground. You will likely need to unplug the washer and check this component. The location of the heating element depends on the exact model of HE3 washer that you have. If the water heater is in the front of the washer at the bottom of the outer tub, you can access it by following the procedure shown in the image below. You can unplug the wires on the heating element and check the resistance between each element lead and the metal housing of the heating element using a volt/ohm meter. You should measure Ol (open load or infinite resistance) if the element is not shorted to ground. If you detect a resistance reading then this confirms that the heating element is shorted to ground and will need to be replaced. If the heating element is not shorted to the metal housing then I recommend measuring the resistance through the element by placing one probe on one spade of the element and the other probe of your volt/ohm meter on the other spade to check the resistance through the element itself. You should measure about 13 ohms of resistance through the element. If the element is open (measures Ol -- open load or infinite resistance) then it is bad and will need to be replaced. If the element is okay, you can check each wire for resistance to the metal cabinet of the washer to check for a short in the wiring. If you detect no short then you could have a problem with the control board. Submit additional details and the full model number of your HE3 washer if you need more help with this problem.
