You should be able to disable the touchpad from within the mouse properties in the control panel. Uncheck the enable touchpad option in the devices section.

Is the problem being caused by your palm hitting the surface of the touchpad? This happens with many people. There is a setting for the touchpad which will let you set how sensitive the touchpad is, thereby eliminating your problem.

This part can be purchased on eBay or from any computer store that handles Dell parts. The replacement is fairly easy, requiring you to replace the top part of the keypad section. (Called a lower bezel.)
