According to Sony, these are the steps you should take to fix this error code. It has something to do with the way your system obtains its IP address from the network you are connected to. This should fix it.

Error:8013031b this is not cant network for my playstation 3
1st if you are running your PS3 on wifi then make sure the pass phrase is entered in correctly.
2nd reset the modem and router by turning off both for 20sec. if that doesn't work then find the little red reset buttun on the back of the modem or router and hold in with a ballpoint pen for 5sec. if you hold it in for 10sec. or more it will bring the modem or router back to its factory settings.

How do you solve the 8013031B error code on the ps3
I have researched your issue and found that people who were experiencing the 8013031B error message resolved the issue in a few different ways.

1. Try rebooting your internet connection. You can do this by turning off the ps3 and disconnecting the the power from both the modem and router. wait 1 minute then plug the power back into the modem. Wait for the modem to establish a connection to your internet service provider (typically takes between 2 and 4 minutes). after the modem gets a connection plug in your router and wait for the router to connect to the modem (typically 1 to 2 minutes). Then power your ps3 on and retest.

If your still getting the same issue try bypassing your router.
If this fixes the problem then there is a issue with the router.
Your best bets are to try updating the firmware on the router and or resetting the router to it's defaults.

If none of the above steps resolve your issue then try resetting your ps3 to it's system defaults. This will cause you to lose all your data so be sure to back it up first on a usb drive.
