My of has a run dll issue and won't open any programs nn short cut no start menu how do I install missing ?

Run MSCONFIG at the run prompt. Check all the tabs (especially the Startup tab) for that file and uncheck it.
XP does have several files that it reads at startup (including AutoExec.bat and Confiog.sys for compatibility) and these can ALL be accessed from MSCONFIG.
You can also boot u io Safe Mode and run Malwarebytes if you have problems here.
