From what I understand it is the Nissan Anti-theft System (NATS) correct ?
The other numbers you show do not correspond to any codes I can find.
The reason the car is not starting is because the Nissan keys MUST be programmed for that car.
Make sure you did not have a new key made and that if you did you have to program it.
Your owners manual will tell you how.

take off the distributor housing and dry it out, when putting it back on use a sealer to make sure no moisture gets in to it, then take out the spark plugs and allow the gasoline in the cylinders to dry out for about 20 mins then put back in and try starting it again that should definatly work
In a conventional system the tank sensor provides a variable ground path for the gauge which is fed by a stable regulated voltage from the instrument regulator. Sometimes the regulator will fail and cause a fluctuating voltage supply depending on engine speed, whether the lights are on or off and suchlike. Mostly such fluctuations, if they seem random, are caused by a less-than-perfect connection somewhere, mostly the fuel tank ground connection. Newer systems use a computer to drive the instruments but excellent connections are equally important..
