You need to disable Packet Data entirely and only re-enable as required as 'connect when needed' will also attempt to connect to the internet 'as needed' when checking periodically your email or social network messages (such as facebook): very expensive indeed and the only 'cheap' alternative is to subscribe to an additional data plan ... or turn it off completely!
'G' = GPRS, 'E'= EDGE, '3'=3G indicators are all 'expensive' data related.
