Proxy... this is not a 'service/program' that end users can work with or fix. hell 80%+ of the globe don't even know what it is...
how do you know it's broken? or have you jumbled a word out of context here?
your Router (wifi point if you will); does not perform Proxy features; your internet provider might do... so if you genuinely do mean "Proxy"; then speak to your internet service provider on this issue.
