A timer increments should be a part of manual and advertisement, Right?
I test timers and have not seen 'timing increments' as part of instruction manual, except with digital timers where the standard is 1 minute, excluding momentary bell-ringing and latching-contactor timers. Generally, advertisements and manuals are brief so the customer is not confused or find objection to the product. If you are looking for timer for a specific application in mind, I have extensive files and can possibly find correct timer. There are some specialized timers that can be programmed for seconds, but these are not mass-market available.
