I'm almost embarrassed to write this because I did this a few years ago...
If you are getting a chronic low flow warning BUT you can see that the water is flowing you may have replaced the flow meter backwards after cleaning. You may have reasoned that if it fits it must be correct because who would design an item in such a way that it would actually install incorrectly, but ......

Most causes for this code is that the pump stopped before the chlorinator cycle ended. If not, you may have a dirty filter, low water in pool that caused no flow to the unit or stuck flow sensor... Make sure that you sync your chlorinator between you pump cycle...
