I can definitely assist you in programming that remote. I was able to bring up some codes, though I have provided a link which will have more codes along with steps to program if needed.

The codes did not work
Let's go ahead and try a power scan then.
Power Scan to TV:
1.) With the TV on, press and hold the TV button (about six seconds) on top of the remote until all mode button backlights come on, then release.
2.) Press and release the red power button, then press the Up button once a second while pointing the remote at the TV. If the code for the TV comes up, it will power off.
3.) Press the POUND (#) button. If the code entered is valid for the remote, the mode light flashes three times. To verify the code works try several different functions for that equipment.

Our remotes are not guaranteed to work all types of equipment, but there is one more thing we can try. The next option to try is a learning feature for that model of remote. This does require the original equipment's remote to work.
Remote Learning (20.0/21.0/32.0)
1.) Make sure remote is programming to the receiver and place both our remote and the original TV remote on a flat, stable surface.
2.) Press and hold the TV button until all the button light up.
3.) Press and hold record until the light stays lit.
4.) Point the front of the original TV remote at the little window on the front left-hand side of the DISH remote (Within 4-inches)
5.) On the DISH Network remote, press which button you want to teach.
6.) On the original TV remote, press and hold the button you want learned. If successful the mode light will blink off then back on. If it blinks 3 times or stays lit the remote did not learn the command. You may need to press the button on the original remote multiple times for our remote to learn it.
7.) After that's done repeat steps 5 and 6 until all commands you want have been learned.
8.) To end the learning sequence: Press one of the mode buttons on the remote; this will save all of the commands for that mode and exits learning. If the remote sits idle for 20 seconds it will timeout and cancel all learned buttons.

tried using tv remote and dish remote like you said several times,it did not work is there anything else i can try i really thank you trying help me with this.
A few things you can try with the learning option is making sure the remotes don't move at all. You can also move the remotes closer so they are almost touching, and make sure the remote is facing directly into the little square. Another possibility would be to have someone else try some of these steps just to cover all your bases.
That is the last step available to us as the TV is not our equipment.
