If the unit is used, sometimes crud will cease the unit. you could clean it out real good and see if that helps.
I am not familiar with the unit, but another thought would be to see if there is a mechanism for "self priming" and make sure no hoses are kinked etc...

Fuse blow out
Hello. The best thing to do is to take the blown fuse and go to a store that sells fuses and buy a new one.

Disc is not rotating - No Disc Error Message
You will either have to take it apart, if you know any thing about it. I had a samsung did the same thing. I put a credit card in and helped turn the disk. The problem is when the disk goes into the area to be read by the lens, it doesn't fit. Unless yours is just a bad disk.
