Yes of course. The heating element is comprised of an outer copper or zinc earthed jacket with a copper core element inside surrounded by a heatproof, but not waterproof cement. If the outer sheath corrodes, perforates or breaks the power in the element is grounded which trips the breaker.
With a test meter, there should be no continuity (Ohms) from an element tag to the outer metalwork of the tank.
