Phone them up and they will send you a new one. You pay for a service but can't use that service if the decoder doesn't work. Try a Power Reset first.

This is an unknow make for televisions in North America. Elco make lighting, power regulators and chainsaws.
Try a power reset. Disconnect from the mains for a couple of hours, press and hold the Power Button on the set for a full 60 seconds. Plug back in. Try again.
Does the flashing appear to be a 'Flash Code', it say does 7 flashes, long pause, 7 flashes. Flash Codes can be searched.

This is a make that is unknown in North America where we are. It looks like a Universal Remote is your likely option, although this link might work batter where you live as Google results are based on location. Don't be 'Anonymous' though! Not sure why you are anonymous in this post here unless the television was misappropriated from another location. It is hardly a sensitive or personal question.

Well that is very strange. I answered this earlier and also post three videos for you, but the answer isn't here. I know it was this post because I put a capital 'O' on Openview and added the word 'Decoder'. Let's see if I can remember what I said.
Is this a new box? Did you you register and account and Activate the Decoder?
The red light is telling you that you don't have a signal.

Auto Tune is only for terrestrial over the air channels from an aerial and usually an analogue signal as opposed to a digital signal which isn't tuned, as it is there are a channel in a list..
Your normal channels come from Satellite or Cable box. These are pre 'tuned' as a list depending on the package you choose.
Smart Channels come from an Internet connection and is a mix of free channels and subscription channels like Netflix. These aren't auto-tuned either.
Nothing shows 'autotune'. Condere is a South African brand made in China. We are in North America, but the technology should be the same.
