If its pumping water its not the thermal fuse. Its probably the heating element. If it starts to build pressure but stops, its your vacuum breaker. It could also be your CPU is bad. Need a little more information to get a better handle on it.

These two problems can be related.
If the water temp is low, You are NOT going to get a good extraction (almost no crema).
wait like 20 min. before using the machine, And if there is a pressure gauge (on the machine) it has to be in the 1 to 1.2 range.
Always warm up the portafilter/handle before use.
If the water is hot and there no crema, Adjust the grinder.
The group temperature is about 212f for commercial espresso machines.

That sounds more like a safety valve issue than the vent valve, that is poping because of too much pressure, try lowering the pressure stat on the machine, or replacing it.
Safety valve cn10 keeps activating about 10
Try this open the steam wand and leave on when turning the machine on, when valve stats hissing with steam close. If that works then the vent valve needs to be replaced, If it blows out hot steam from valve then the pressure stat is not operating properly.
