SOURCE: cannot tap touch pad

There is not a whole lot of information that you are giving us. There would be two reasons the touchpad does not work...one, there is a small button above the touchpad and if it is red (orange) the pad is off and you have to tap that button until the light turns blue. If the light is blue, then the tapping part of the pad has been turned off in mouse properties. Open control panel > mouse Properties > device settings > click on settings button and enable tapping. All other touchpad settings are in there to modify also.

SOURCE: cant scroll up or down with my touch pad on the

1st goto control panel mice& pointing devices Find your touch pad go to advanced settings check that auto scroll is enabled if its not enable it. If this corrects the problem youre good to go otherwise find the updated driver from hp. Just a note control panel has to be in clasic view mode

Testimonial: "thanks sorted out the problem took your advice and looked on the control panel changed in the advanced settings section. working ok once again. top "

SOURCE: How do I unlock the touch pad on my HP mini

I'm not sure what you operating system is but I'd suggest you go to your Control Panel and look for Touch pad and look at the settings there, If there's no Touchpad listed have a look in the Mouse settings.
